The 2011 MN Tax Incidence Study is out! We're excited because objective information about tax fairness is crucial to this year's legislative debate. Key findings: the richest 10% of households pay less than middle income earners and our tax system is more regressive than it was a decade ago. Incidentally, the whole idea of the tax incidence report came from a 1989 JRLC task force — the law passed in 1990 makes this report available to the public every two years. This is the eleventh biennial report.
